Steps :
===========================================
1. Go to Infrastructure -> Zone -> <zone_name> -> Physical Network -> Public ->
IP Ranges and add an IP range.
2. Now Dedicate the IP range to an account. Make sure that you give wrong
account or domain name
Expected behaviour :
===========================================
1. The IP Addresses dedication should fails gracefully with a error message.
Observed behaviour :
==========================================
The process fails with an error message but the UI hangs [this is not seen
while doing the same process via API].
