Section 8.1.5 in the install guide states to ensure tcp_post = 16059 in
libvirtd.conf. Technically this should have no impact if followed, but the
libvirtd.conf default is 16509. It is more a chance to invite error on the
users part.
We should align this setting with the correct default value 16509.
