Steps to Reproduce:
================
1. Deploy an Advanced Zone with atleast 20 Public IP Addresses.
2. Login as a Regular User
3. Create a Guest Network using the defaultNetworkOfferingwithSourceNATenabled
Network Offering.
4. Acquire all the available Public IP Addresses onto the Guest Network.
5. Scroll to the bottom of the page to list all the Public IP Addresses and
observe that the listPublicIPAddresses API is infinitely fired.
