Create VPC network and a tier.
Click on Network -> Tier created -> View Ip Addresses ->
Should display Acquire New IP button. This is missing if its a VPC tier.
Able to perform AssociateIPAddr from API though, in the same VPC tier and is
successful
Not sure if it's related in any way to CLOUDSTACK-2333
