The first step in the section 14.1. Configuring the Usage Server states:
To configure the usage server:
Be sure the Usage Server has been installed. This requires extra steps beyond
just installing the CloudStack software. See Installing the Usage Server
(Optional) in the Advanced Installation Guide.
In the Installation Guide, there is no section on Installing the Usage Server.
Fix the Install Guide at
http://cloudstack.apache.org/docs/en-US/Apache_CloudStack/4.0.2/html/Installation_Guide/index.html,
no section on Additional Installation Options in which Installing the Usage
Server (Optional) section is documented.
However, on the master the section is part of Installation_Guide.xml. See
