Currently in CloudStack architecture, template cannot assigned to a domain.
Dedicating a template might be very easy to group template for there're so many
different template to select.
This feature will allow Root-Admin to dedicate template resources to a specific
domain that needs private infrastructure for additional security or performance
guarantees.
