Steps to reproduce :
1. Have CloudStack with at least 1 advanced zone.
2. Have at least one non-ROOT domain user
3. Login as the above user and try to create a GSLB rule
Regions -> Local Region -> View GSLB -> Add GSLB
Observations:
(i) It opens up "Add GSLB" wizard but, that doesn't ask about "Persistence Type"
(ii) Currently supported Persistence Type is "SourceIP" which by default
assumed by the CloudStack but, we should also give the flexibility to say "NONE"
