Object_Store_Refactor - Default templates are not being downloaded .
Steps to reproduce the problem:
Setup - Advanced zone with Xenserver 6.1 host.
Wait for the system Vms , SSVM and CPVM to start successfully.
Even after the SSVM has started successfully , download for the default
template is not initiated.
Note - I am able to register a template successfully.
