Fix For: 4.2.0
Add Network to VM feature is only applicable to advanced zone so if a VM is
deployed in Basic Zone then in Nic tab of VM it should not show Add Nic to VM
Command button. Anyway when user is trying to add Network its getting error "A
NIC already exists for VM in network" so its better and cleaner if we just dont
show add network to VM command button f VM belongs to basic zone
