Steps to reproduce :
1. Have a VMware cluster with ESX 5.1
2. Login as a non-ROOT domain user and try to create VPC
Observations:
(i) Router came up fine but, it failed to configure source nat ip on the router.
Here is the snippet of mgmt server log related to the issue.
