Steps to reproduce:
1. Add primary storage pool P1 and P2 with tags "testpool" and P3, P4 without
any tags
2. create a disk offering D1 to use this tag "testpool"
3. create a volume V1 by selecting disk offering D1.
4. Now,click on the migrateVolume
Step 4, lists all primary storage pools but it shows P1& P2 as suitable and
P3&P4 as not suitable.
Expected behaviour:
When P3 and P4 are not suitable for migration, don't show them at all.
