EVENT_NETWORK_OFFERING_REMOVE : oldnicid: oldnetworkoffering - default
EVENT_NETWORK_OFFERING_ASSIGN : newnicid: newnetworkoffering - default
EVENT_NETWORK_OFFERING_REMOVE: newnicid: newnetworkoffering - non-default
EVENT_NETWORK_OFFERING_ASSIGN : oldnicid: oldnetworkoffering - non-default
