Steps to reproduce :
1. Go Infrastructure->Primary Storage -> View All -> Add Primary Storage
Observations:-
This wizard is defaulting the Scope to "Zone-wide". Since our CS versions so
far has scope as "cluster", it is better to have "cluter" as default scope.
