Resolution: Not A Problem
This is by design. We list out all the storage pools to which a volume can be
migrated, but the pools with which the tags don't match are marked as
unsuitable. The api can only be used by root admins and she may choose to
migrate a volume to a pool even though it may be unsuitable. For example, when
only pools marked a unsuitable are available. We want to leave that decision to
the admin.
When hosts for migration are listed, unsuitable hosts get listed there too.
