Forward this bug to Brian since it needs to be fixed in UI widget level.

In UI application level (ui/scripts/system.js), args.response.error() is being 
called when dedicatePublicIpRange API call fails.
args.response.error() needs to be implemented in UI widget level as well.

(Brian, please search keyword "dedicatePublicIpRange" in ui/scripts/system.js)
