Description:
Steps :
===============================
1. Create a VPC network.
2. Create a Tier in that VPC network with default internal LB offering.
3. Create an internal LB rule in that tier.
4. Deploy a guest vm in that teir.
Expected behaviour :
==============================
The internal LB VM should not be created as the guest vm has not been attached
to the LB rule
Observed behaviour :
=============================
The internal LB VM gets created even when no guest vms are attached to the
internal lb rule
However this issue is not seen when we
1) create a guest vm
2) then create an internal lb rule
