This scenario arises when S3 is used for secondary storage, but no NFS cache is
added.
Tested on Master. May affect 4.2.0 as well.
Cause: AncientDataMotionStrategy.needCacheStorage does not allow for
CloudStack to deployed without NFS and without an image cache.
