There are system vm templates stored in S3, that's why you can't delete it. 
Per discussion on mailing list, we'll add functionality to put secondary 
storage into maintenance mode, instead of delete. The main concern is that, we 
can't make delete S3 or secondary storage atomic. It's possible, there are 
other concurrent storage related operations are accessing S3, during the S3 
delete operation.
