Had to set the global parameter "host" to the mgmt server's ip addr - it's set
to "localhost" by default, and for some reason, the secondary storage VM wasn't
getting the actual ip of the mgmt server, and so was attempting to connect to
port 8250 of localhost (which would obviously fail) and so template
registration was failing. Apparently this is being tracked in another bug, but
I haven't been able to find the bug number. Thanks to Devdeep for this
workaround!
I've put in a fix and and confirmed it to work. Have put up the patch for
review at https://reviews.apache.org/r/12149/
