For now, if we edit sticky policy, it includes two steps
(1) remove old sticky policy (deleteLBStickinessPolicy)
(2) create and apply new sticky policy (createLBStickinessPolicy)
It means, the old sticky policy will be removed if edit sticky policy fails,
and no sticky policy on the load balancer.
We need to modify createLBStickinessPolicy to deal with changing sticky policy
