In situations like where admin doesn't want to enable portable IP feature in a
zone (due to lack of physical infra capabilities to advertise portable IP
transfer/ other reasons) then currently there is no way to achieve it.
Can we consider a zone level global setting that will enable / disable this
feature at zone level?
