Previously Admin can register only USER templates, but now Admin can also
register ROUTING template which is used to deploy router.
So we introduced an additional boolean parameter "isrouting". It is is set to
true then template type is marked as ROUTING otherwise it is marked as USER.
For this we need a check box while registering template only for ADMIN.
NOTE: 1) This flag can be set only by ADMIN
2) In template response this flag wont be there. The value is
reflected in TYPE parameter.
