Vmware - Template downloads are getting re-initiated every time management
server is restarted.
Steps to reproduce the problem:
Set up - Vmware with Advanced zone set up.
Wait for the default system template to get downloaded.
Register a template.
Restart management server.
Notice that the templates that were marked in "Ready" state are now being
downloaded again.
