it is not because of DnsMasqConfigurator.java.
it is because of the commit b903262df5e2ff5d174859ce28abae75c4689f0c.
Null value is being passed in place of he gateway, while creating the DhcpTo. I
think it is probably because the gateway is not assigned at the time of
creating a vpc. but call to configure dnsmsaq is made while creating.
