During createtemplate from volume/snapshot we need another checkbox to know
whether template is dynamically scalable or not. (like we do have checkbox for
"passwordEnabled"/"isPublic")
We have introduced new optional boolean parameter "isdynamicallyscalable" in
createTemplate API.
