Resolution: Cannot Reproduce
Does the setup you run this test on have multiple storage pools for primary
storage? On my setup with multiple primary storages I can see the routers
deployed on different pools:
~/workspace/cloudstack/incubator-cloudstack(branch:4.2*) ยป nosetests
--with-marvin --marvin-config=setup/dev/advanced.cfg
test/integration/component/test_redundant_router_deployment_planning.py --load
-a tags=needle
Test RvR with multi primary storage ... ok

Please add another pool and re-verify. If still a problem, you can add the logs
to the bug. If not - please close this.
