The nic of backup router should be down.

But I am really confused here. What's RvR you meant? The MASTER router or 
BACKUP router or both?

And FAULT state means VR detected something is wrong, then kill the RvR related 
process. You don't need to try to manually recover(e.g. bring up IP or dnsmasq 
instance), the process are down by design.

We need to figure out why it come to FAULT state.
