Not really.. We cannot reboot a stopped VM, only Start it. The VM went into
stopped state earlier since we didnt have enough resources to deploy the VM
What we could do is to make the test case better handle this scenario and give
an appropriate error message. But that can be a separate enhancement ticket for
the script.
