Issue Type: Improvement (was: Bug)
Changing the issue type to Improvement as its an enhancement bug. Changing

Sanjeev, can you make sure it's documented though? If not, please file a DOC
bug saying that upload volume is not supported for the local storage.

> [Enhancement] Upload volume does not support local storage.
> When a data volume is uploaded using uploadVolume API, the disk will be
> stored in the secondary storage and an entry will be made in the volumes
> table in cloud DB with volume_type: DATADISK, disk_offering_id: 6 and state:
> Uploaded.
> The volume is getting created with custom disk offering and it's
> use_local_storage is set to 0. So this volume can't be attached to a guest vm
> if the primary storage is Local storage.
> It would be good to support even Local storage for the uploaded volumes.
