Steps to reproduce:
1. Have EIP/ELB enabled zone with associatePublicIP=false EIP offering
2. deploy few VMs
3. Try to associate IP as non-ROOT domain user.
Observations:
(i) there is no UI option to acquire IP address
(ii) It failed with the following error in logs.
2013-07-24 11:14:04,603 INFO [cloud.api.ApiServer] (catalina-exec-5:null)
PermissionDenied: Acct[3-dom1Acc1] does not have permission to operate with
resource Acct[1-system] on objs: []
Attaching all the required logs along with db dump to the bug.
