currently we can create network offering with 'Guest' traffic type only. this
enhancement is to let admin be able to create network offering with 'public'
traffic type.
Use case:
if a user wants to deploy shared network with real public IP's, currently cloud
stack routes the public traffic through the 'Guest' traffic bridge. This
enhancement should give flexibility to create a shared network with public
traffic.
