closing this as per dev  comments "For users, CloudStack only displays 
"Internal error executing command, please contact your system administrator" 
and also logs an event for the same. So admin can see this logged event and act 
accordingly. This is because of security reasons that CS changes the error 
message coming from ResourceAllocationException to the generic error message. "
