Steps to reproduce:
(i) Have latest CloudStack build with at least 2 zones.
(ii) Have portable IPs added at region level.
(iii) Deploy Isolated networks and associate publicIPs with services
(iv) verify usage statistics collection.
Observations:
(i) Currently, CloudStack only collects statistics at network level but we need
to have mechanism to collect stats at IP level for portable IPs
