There are some challenges in fixing this bug. In the current network stats 
collection model in CloudStack, cumulative Rx/Tx bytes are gathered per 
network. We don't gather per public IP. Portable IP, by its nature can be 
associated with any network and associated can be transferred across the 
networks with in and across zones. This fix would need introduce new way of 
gathering stats. I will punt this bug for 4.2, marking the bug for future.
