Diogo, got it. CS code doesn't have intermediate state identifying that the VPC 
is being started, but not ready yet. It goes to Enable state right away, 
although you won't be able to acquire the lock on the VPC (when create network 
for example) till the VPC VR is up and running.

Will fix it, but not in 4.2 as its too late to introduce another state for VPC 
at this point - too close to the release. Punting it to the future.
