Steps to reproduce:
1. Create a project under non-root domain ROOT/DOM
2. Create a VM in the project, convert it to a template
3. As root admin, try to update the template permissions to make the template
private
updateTemplatePermissions fails with:
Unable to grant a launch permission to account PrjAcct-Project-P32QXV-6,
account not found. No permissions updated, please verify the account names and
retry.
