Looks like a cache issue; the upgrade script may not have copied all the newer
CSS files.
Please have someone familiar with the upgrade process to look at this. This is
not a UI code issue, but rather a problem in the build process.
Namely, make sure these files are up to date:
-css/cloudstack3.css
-scripts/ folder
-images/ folder
