Verified this on the latest build and mentioned below is the way it is
currently working and which is as expected. closing the bug.
- deploy a VM - It by default gets an EIP from pool and enables static nat
- acquire a portable ip and enable static nat - This will release the above ip
and the portable ip will have user_ip_address.is_system=1
- disassociate the public ip - a new EIP from public ip pool gets associated
with VM and inat is enabled.
