Reopeing this issue since System vms are not coming up with local storage on
KVM hypervisor.
As Marcus mentioned in one of his previous comments copyCommand fails to copy
system template from secodnary to primary(Local storage)

I also see that hypervisor is set to NULL in storage_pool table for the local
storage.
Storage being used:

S3 for secondary , NFS for staging storage and Local storage for Primary.
Attaching management server log file and agent log from kvm host.
