Its by design. If Guest traffic type is supported on more than one physical
network in the zone, the tags have to be defined for all physical networks. UI
makes a listNetworkOfferings call with zoneId parameter in order to figure out
which offerings can be used for deployment. If physical network lacks tag,
there is no way to filter the offerings.
