UI bug. UI doesn't pass counterId to the createCondition API. Plus in the 
latest build clicking on button "configure" for "Autoscale" doesn't even open 
any dialog box - even a bigger bug.

UI folks, to reproduce the problem:

* deploy 4.2
* drop DB cloud
* apply db dump of cloud.db "after upgrade" attached to this bug.
* Start MS. In the UI, go to Networks=>pick up NS2->IPAddresses->select non 
source nat ip->Configure->Open LB rule page. Click on "Configure" for autoscale 
policy.
