This is a totally different bug which only happens when clicking AutoScale
Configuration button on an existing LB rule.

The original bug reported by Sowmya Krishnan here happens when clicking
AutoScale Configuration button on a new LB rule.
This is critical since it blocks AutoScaler configuration.
