Looks OK to me.
Here's what needs to be checked:
1. With dhcp-client-update, does dnsmasq now respond to dns requests for the
windows hosts. That is, if the windows client vm hostname is
"foo.cs1cloud.internal" then can dnsmasq now resolve this in a shared or
isolated network? Check from another vm in the same network
2. Ditto for linux client vms
