The idea is to make it an optional argument on createNetworkOffering and 
updateNetworkOffering as in the reffered commit.

The argument will be boolean, switching on or off the implementation of the 
extra clause in haproxy.conf

first take will be to just add it in the api. adding it on the ui will be 
secondary.
