It is very unweildy to update marvin from the development environment. And
since whenever an API definition changes QA needs to update marvin libraries it
is harder to do a simple update.
1. Create a pypi repo for marvin-latest from where the latest builds with
latest APIs can be installed/upgraded using $pip install
cloudstack-marvin-latest
2. Versioning marvin alongside CloudStack releases. -latest will have minor
version numbers
3. Make the sync functionality more robust to update against a given management
server all the API libraries.
