Fix For: 4.2.1
test_03_RouterStartOnVmDeploy expects all the pre-existing VMs to be in stopped
state but it doesn't ensure all the VMs are stopped when it starts. It relies
on the previous tests to stop the VMs and if the previous test fails, this test
will also fail.
