object_store - Template sync results in private templates being synced to all
the secondary stores.
Steps to reproduce the problem:
Have a zone with 1 NSF secondary store - ss1.
Register a private template.
Add another secondary store -ss2 to this zone.
Reboot SSVM (or restart management server) to trigger template sync.
This results in private templates being synced to ss2.
Expected Behavior:
Only public templates and system templates need to be synced across multiple
secondary stores.
Private templates should not be synced.
