The feature's design has been altered as part of CLOUDSTACK-4282. Previously
one would be allowed to create overlapping CIDRs with different VLANs. This is
not allowed now.
The SharedNetwork suite needs to be revisited after a revamp of the test plan
for shared networks. I'm not sure how much of a regression this would be for
existing users to disallow overlapping cidrs. Please see original bug for
comments.
