In Service Offerings > Network Offerings > Add Network Offering, we get a
dropdown to choose provider for most Capabilities.
However, if we tick the Firewall capability, we don't get a choice - the UI
assumes we want Virtual Router.
Setting the Firewall Provider via API works.
