Observation:
1. Cloudstack supports to assign VM from account 1 to Account 2 in the sane
domain in the previous releases
2. From 4.2 we support to assign VM's to different domain account, as part of
the feature :

This is only supported thru API. There is no UI option available.
This is nice to have option from UI to enable Assign VMs easily. This option
should be allowed only to ROOT/Domain Admins.
